When I have done this I usually sew over it. I had horrible luck with steam to a seam. I use the kind that the paper is only on one side then you iron on and peel. I have had to repair like this before also. DGS got my scissors and cut on my bed ruffle and I had to repair. Use a tiny blanket stitch by hand over cut and that should help hold it in place.
