Do you need a belt? That rubber wheel looks like it runs the bobbin winder at the other end of it. The smaller lever against it holds the bobbin in place, and pops up when the bobbin is full. The larger lever in the middle engages it or dis-engages it when not needed. It looks like it is engaged in the picture. No belt needed as the larger wheel turns it.
