Maybe it does in tropical climates and/or when quilts are stored for long periods of time. I wash my quilts before using them, and I've never seen any bugs here that could be remotely associated with starch.
Starch is made from corn, so in some locales maybe there are bugs that like to eat corn? I don't know. We live in the middle of corn country with farms all around us and have never been invaded by corn-loving bugs!
