Seat belts are also mandatory in Australia, front and back, for over 30 years, although we have never been fined for that.
Only hands free use is legal here and the fines are stiff. Same with seatbelts. About $300 fine for first infraction. Texting is completely illegal. I think it's an essential law. Multitasking is not always the way to go!
