Absolutely. When the pressure foot is down the tension disks are tight together and the thread won't seat between them. When the pressure foot is up the tension is relaxed/the disks are "apart", that is why you can pull the threads out to cut them. <G>

As to the OP, yes it looks like a top tension problem. Unless something is really pulling the bobbin tension tight. <G>
I have had the thread slip out of the tension on top while sewing, and there are lots of other reasons. Good advice given.
