Check to see if the feed dogs are moving. If they are, are they coming above the needle plate? Is it possible the feed dogs are in the down position? Many Japanese class 15 machines had a knob on the front of the bed for dropping the feed dogs. Then check the pressure on the presser foot to make sure it has enough pressure to hold the fabric down.
