I did a similar thing that others have done. I bought quilted and non quilted fabric. I cut my circle, then cut strips from the non quilted. I gathered the strips and made a ruffle for the edge of the skirt, then bound the edges with the remaining strips. I top stitched the seam where the ruffle and skirt meet to keep it from turning over.
