You could use the eagle panel as a center for the quilt and make blocks to surround it using fabrics that coordinate or contrast with the colors in the panel. Could be sampler blocks with names of birds, or nature, or blocks with your state name in theirs, or several of one or two blocks that you think look nice with the panel. The blocks can be set side by side or with sashing around each.
Figure how wide and how long you want it (lap size or bed size),what size blocks you want to make and calculate how many you will need for the size quilt. Most but not all have at least one boarder of fabric around. If you figure the size of the quilt with the blocks you can then adjust the size of the boarder to fill it out.

Can you post a picture of your panel. That might bring some other ideas.
