From the pictures, I think it looks like it is supposed to after washing. I think its gorgeous! Try pressing it with a steam iron. Lots of folks love the crinkled look ,myself included. I do not wash my fabric for that reason, Although that being said , if it is dark colors and I think it may bleed , I do pre-wash. My vote is ... wash/dampen , air dry on clothesline or railing and press. :-D
