You could try re-washing it on a gentle cycle and then gently stretching it back out to shape and air dry it. This sometimes works with sweaters, it may work with your quilt.

Ditto, then try to block it. If it turns out a bit small still, well it's a lap quilt. Be thankful it didn't run. There's nothing you could do about that. At least that I know of. I can feel your pain. But every quilter has a horror story to tell. I'm keeping my fingers crossed for you. Best of luck!
