If you want to do something with the tiny scraps, you could always make miniature quilts. I make mini's and donate them to the Alzheimer's Art Quilt Initiative (
http://alzquilts.org) and when you donate all the money they make goes to funding research for a cure for Alzheimer's.
You might want to offer your "too small" scraps to some board members, there are tons of people here (including me) who use everything up.
