Fusible pellon is a thin form of wadding that has either dots or lines of the adhesive material across the surface of the wadding. It is heat activated, so you put the material over it and press it onto the pellon. If you haven't got any there, I suggest that you apply the web that you wrote of, and adhere the pellon to the material with this web. It will be the same in result, just an extra step to iron the webbing onto the fabric and then the pellon.
