Will 3 layers of flannel "rag up" nicely or will it look too skimpy?

I want to make some small quilts for the neonatal unit at one of our hospitals.
if you make them for NICU, there may be a problem with the fuzz from the rag quilt. they seem to shed for quite a while.
have you seen the pattern on Nancy's Notions where you use 3 different prints,1 yd each. two cuts, sew & you have 3 little quilts in a NICU size ?? really cute !
