Citizens may not think their representatives and senators listen, but ... the more people that send respectful and sincere messages to them, the more they pay attention. I do that regularly. Emails get to them faster and easier. Posted letters have to go through security processes. All the ones from my district have their own websites. I even send messages to my Governor!
