I used to ship cookies to Guam when my BFF's daughter was stationed there...I would pack 2 cookies back to back in a snack ziploc bag. Pack the tin up tight. the old 3# coffee cans worked great. Would ring upright around a stack in the middle that was flat.
The key is to pack it really snug...no movement. Besides if they break they can still eat the crumbs...
My friends daughter liked the baggies because she could share and people weren't putting their grubby hands in her cookies. ;-)
