You would have to use the precut pieces as a guide to trace around. Lay them upside down on the paper of the Steam a Seam, trace them, and then cut them out. Then put them on the back of the applique pieces.
I would use a polyester thread to sew them on, cotton will shrink a bit and distort the stitches.
