Heat n Bond is fusible web and the type you have can be sewn over so use it and yes you can use a rotary cutter on it. I have a designated rotary for paper etc so I don't dull the blade as quickly on the ones I use for fabric. There are several brands of fusible web, heat n bond is my favorite affordable one.
