I believe if you go to the Nancy's Notions web site you will find a link to her videos, from the show. One of these is dedicated to dresden plate projects including a place-mat. It is not too complex if you think of each wedge as a slice of pie. sew the slices together and you get a plate. the center circle on your sample seems to be just appliquéd down with a satin stitch. There are plenty of books out there about just the dresden plate pattern so check with you local library. Research on line until you find a book title that seem to have what you want and if your local library does not have it they can get it from inter library loan. I also believe if you google the dresden plate pattern you will find loads of pattern resources.
