Some online stores have great everyday prices for quilting cotton (thousandsofbolts.com and connectingthreads.com come to mind but there are more I'm sure). One of our local churches operate a thrift store and sell clothes for $2 a bag. Freecycle is an option as is garage sales, clearance racks at quilt stores, and unwanted clothes from friends and family who are cleaning house.
