I live near Laughlin, NV. The police there have assistance regarding the handicapped spots at the casinos. They have people who volunteer to be "parking police" and issue tickets for people parking in handicapped without tags.

By the way, I have issues with my heart so I have a handicapped tag but I am not obviously handicapped (in a wheelchair, on crutches, etc.) Please bear in mind that some of the people who "look" healthy may have a severe health problem that isn't that apparent.
