I wouldn't trust "just" fabric to protect her from this metal pipe. I agree with the tennis ball fix.
My son's school has tennis balls on ALL the chairs in the classrooms. Not only is it a LOT quieter, the floors don't get as marked up.
Just use an exacto knife, or utility scissors to cut an "X" about an inch across and slip it on. If you then want to cover it with a drawstring closed circle of fabric for esthetics , go ahead.
