Jump on in IndyQuilter! Yes, it's ok to buy fabric to complete wips/ufo's. I think I mentioned it a time or two as I will need to purchase some for backings, etc. There's a difference between buying fabric you need and buying fabric, just to be 'buying' it.
You'll be surprised how quickly you'll finish your projects.
