They are required to deliver the mail unless the roads are not passable. Safety is a high priority too. Mostly it just depends on whether or not they can succesfully navigate the roads based on the conditions.

I have never heard of any office being able to make their own rules. Only the district is allowed to do that. Any boxes that the carrier is not able to deliver to must be reported to the district.
