Definitely place a call or email the headquarters. I had an issue with a large chain craft store one time and was livid. Within 24 hours I had a call from the store manager who had gotten a call from the district manager and there were actually changes made in the store over a certain product because of my complaint. I'm not one to usually do that but man they really ticked me off that day.
Also, I've learned that many times policies look great on paper but don't really go over well with customers and they need to know that too otherwise they'll never change anything.
