Thanks so much for the input. I never thought of seeing if anyone here might have the measurements I need. I sent along some sticky velcro tabs for her to put on the handles and the armrest so it would stay in place. Thanks again for the advice.
And I've never thought of velcro. thanks....learn something every day don't we.

So is yours a chair a not a scooter? I would love to see how you made it, but my dad has a scooter, not a chair.
