I had the same problem (and that applies to quilt books too!). For the magazines, I tear out any pattern that I think I might make or I really like and put in plastic sleeves in a three ring notebook, by topic. Then I usually pass on the rest of the magazine to my DIL. For books - if I don't think I would use the book, I will then donate the books to my quilt guild for the raffle table or the library. Just can't bring myself to tear patterns out of a book! I figure, with the magazines, I bought them - they are mine to do with as I wish and salvaging one or more patterns justifies what I paid for the magazine.
