There are probably several definitions and interpretations of the term "scrappy". This category can be further broken down into random scrappy (every colour, any design) or planned scrappy (selected colour scheme with several different fabrics in each colour) with variations of these two possibilities. Sometimes the quilter will use the same background but use many different fabrics and colours to create the blocks. Scrappy to me means using up the leftovers from my quilts and adding some of the small bits and pieces that I got in the bag of fabric at the church rummage sale. Some of my quilts have dozens of different pieces while others may be six different greens, four browns and two yellows with one background. It's just up to the quilter and available fabric.
