Our credit union does not have loans for small businesses as we have a local Small Business Loan administration that does them. The NCUA is implementing something for women and minorities but we still do not know what (and I am not sure they have it mapped 100% yet either :-)) We will give out loans up to $35,000 unsecured for a first time.
