Well, this is what the chart on page 3 says:
2" squares = 1" HST
2 1/2" = 1 1/2
3 1/2 " = 2"
4" - 2 1/2
5" = 3 1/2
6" = 4
7" = 4 1/2
8" = 5"
8 1/2 = 5 1/2
9" = 6
9 1/2" = 6 1/2"
10" = 7

It is the second number x2 - 1" = size of finished blocks
So: I'd say start with a 9 1/2" block.
9 1/2 = 6 1/2
6 1/2 x 2 - 1" = 12 inches SHOULD be your finished block.
Please make a scrap block with waste fabric first!
I have not made these but if your seams are correct your block should be the correct size.
