I remember going through that for about a year when I was in my early 50's. It was awful!! It was suggested that if I was still awake 15 minutes of going to bed, to get up and do something for 30 minutes, then try again. Sometimes that helped, but not aways. Doctor started me on Ambein and that did the trick. I'd take it 30 minutes before I wanted to go to bed, and without feeling at all drowzy before, I would fall asleep almost as soon as my head hit the pillow. I took it for a couple of weeks and it seemed to stop the cycle.
