Any citrus peel on top of the soil will repel cats. Things that keep them from digging such as pine cones, aluminum foil, screen, stones, etc will also keep them from going potty in your pots. ;)
I agree about moth balls being toxic - I work for a man once that threw them out in a dropped ceiling to get rid of birds - he almost put my in the hospital.
