Hm I don't know this pattern, but what I've seen in New York Beauty blocks is that the paper is taken off once the arc is sewn.
When I did them, I marked the sewing line around the paper on the wrong fabric side with a purple vanishing pen before I removed the paper. Then I pinned and sewed along the sewing lines.
But there might be people here who know how to sew curves with paper on!
