You certainly don't have to send a wedding gift to someone you are not close to, especially if you are not attending the wedding. From your description of your relationship with her and her expectations, I would be conveniently "busy" the day of the shower. Tell her you are really sorry you can't make it. Then go buy some fabric, instead of wasting money on a gift for someone like her.
