Pepper spray will not work with birds. They are immune to the effects of capsaicin, the chemical that puts the heat in hot peppers. Many birds in fact relish it like parrots and such. Unfortunately I can not offer an alternative other then covering the car. In my area, the towns have been trying to fight the nightly roosting of crows. They have been using the boom cannons and that succeeds in sending the crows a little down the river to cause problems for the next town over.
