How about a circle in the center of each "flower" with petals in each of the surrounding hexagons. Then, a swirly fill design in the light background around the flower garden. For the borders in the upper part, feathers might work, or you could use the same fill you used in the background. At the bottom, a cloud-like design around the sides and top background with a spiky, grass-type design within the applique section.
