my daughter is a born-and-bred NYC/Manhattan kid. She had no reason to drive til she went away to college. Got her license for that after having a permit for years. She inherited my mom's car and used that til a deer hit her and totalled the car. We replaced it with a pick-up and she loved having use of that! LOL...very few of her friends learned to drive til later, too. No need here. Subways, buses, and taxis...I dealt with her adolescent years with all that nonsense at least assured there would not be any car accidents due to illicit drinking. Whew, that was sure a relief.
