Wrong.
For regular 1/4" binding (where you would normally cut 2" wide strips), you cut the front side binding 3/4" and the back binding 1 3/4".
Sew them together, fold in half and then sew to the front as you normally would.
You might want to make the strips a smidgen wider. The best thing to do is just to take 2 strips with those measurements and sew a sample so you can see how it folds, and which side of the binding is displayed on which side of the quilt.
This method is from Judy Turner's "Awash with Color" book from a gazillions years ago. And I"m doing it from memory because the book is another state right now. ;)
