Blogspot is the best way to start out. You're pretty much walked through the whole process & once you get the basics down, the Template Designer feature can help you customize everything from your background, header, side columns, etc.
The real work is getting people to your blog. The best way to do that is follow & comment on other blogs & write really good post titles (& quality posts, obviously) Join memes. What kind of blog do you want to set up? Quilting blog? General crafting blog? Food? "Mommy" blog? Review & Giveaway blog? A Blog about your life in general? Your title should reflect this. Short & memorable is best.
