I always tear a backing fabric that way it will lay straight. It also helps reduce puckering. If you have a backing off grain , you will be sewing with a slight bias. It also squares off the edge so you have two good corners to start when you do the layering.
I so agree with Lori S on this. My only other suggestion would be to tear slowly and not rip it fast which prevents the distortion some complain about. I have also done this with my quilting fabric when it seems wonky and off grain. Done this for years without any problems.
Of course, as with anything with us quilters we all have our opinions about tearing versus cutting. You just need to try it for yourself to see which you are happiest with..
