I picked it up by just the cotton fabric and the fleece came with it. Although I could pull the fabric apart??
Most basting sprays for quilts are repositionable -- for a month or so, anyway. It allows you to smooth out wrinkles and correct mistakes. However, you can still start quilting. As long as the layers of the sandwich don't shift while you work, it is fine.
