this is at least the third time this has been on QB and I feel compelled to make a comment. This is what is known as "anecdotal evidence". "I did it, it worked for me." No one has done a scientific study to see how well it works. It has the "Gee whiz" factor, that's about it.
The main thing you want to do with a minor burn is cool it down fast to minimize tissue damage. Water is much better than a solid for reducing the temperature of something. Think about it, if you had a hot metal spoon that you needed to cool down fast, would you stick it in a bag of flour or a bowl of ice water? I would pick the ice water.

Anecdotal evidence is just that - an anecdote or a story. If someone said, I broke my leg and stood on my head for an hour and it got better, you might say "Gee Whiz" but would you believe them? What would you do the next time you broke your leg? Stand on your head or get it fixed?
