I have heard male chihuahuas are the worst about housebreaking. The two I have had were awful.

I heard the same. Chihuahua's are one of the hardest to housebreak but I had 3 fosters and they all were housebroken when they went home. And all adults when I got them. Just treated them like puppies for about a week or so and always sent them out with the big dogs . It worked.
Of course at 11 some leeway is acceptable. :-)
