sometimes, even with a good quarter inch foot, you need to adjust your needle position. Just be careful that the needle isn't coming down on the metal part of the foot. Cut two strips two inches wide carefully and sew them together with a quarter inch seam. Now press and measure. The finished piece should be 3 1/2" wide.
