I had a dispute over two sewing machine manuals I ordered through e-bay - paid with Paypal -- and never received. It is a very simple process. You open the claim. Tell them why you are opening a claim. The seller is given 30 days to respond. If the seller does not respond, you escalate the claim, but remember if you do not escalate the claim before the 30 days is up, Paypal assumes the two of you solved the problem and will not proceed. So, if no resolution within a couple weeks or so, I'd put the claim in esculation status then Paypal will take it and usually refund your money. That is what happened with my claim.

I did speak with a very helpful gent at PayPal last night who encouraged me to open a dispute. The Seller was actually threatening me, so I felt it necessary to let PayPal know this kind of behavior was going on.
He told me the Seller has only 10 days to respond to them. I wonder if the # of days has changed, or if maybe it depends on each case? I thought I read 20 days... So much to learn. Sheesh, I'd rather be sewing. :(
