It depends largely on the size of blocks you intend to make, since if you're making smaller blocks you'll have more seams and thus need more fabric. But assume for the moment that you want to use 4" blocks -- that would make your resulting quilt either 88" or 92" square. Let's go with 92" for this example. A 92" square quilt would have 529 blocks in it (92" / 4" = 23 blocks per row * 23 rows). Each 4" block would start as an 8.5" square of fabric. You could get 5 squares of fabric from each WOF strip when cutting selvage to selvage. So, 529 / 5 = 105.8, so round up to 106 strips of WOF needed. Each WOF strip is 8.5" so you need 901 linear inches of fabric (8.5" x 106). Divided by 36" per yard, that comes to 25.03 yards of background fabric required. That sounds like a lot, but remember you need no batting or backing fabric for this type of quilt.
