Ahhhh, my friend had a dog that was like that. They actually had to get a mild tranquilizer for her as she was that way from birth. They give her lots of hugs and let her get very close to them, but the fear remains, just not as much. Good luck and love her as she is; she may get over it depending on why the fear began.
