You could use some lightweight interfacing lined halfway up with brown tulle, in a square that fits over her torso, shoulder seams with a hole for her head, stitch in a couple of inches at the hips to show the shape of the square. Then add a string with a tag that says Boston Tea Party on it.

Quick directions: Cut two rectangles of interfacing long enough to cover from the nape of her neck to past her bottom and 7-8 inches wider than her body, leaving enough room for seam allowances and movement. Then cut two pieces of brown tulle (or dip the bottom half of the interfacing in tea or brown dye until it is dark enough) about half the size of the rectangles. Put the two pieces of interfacing face to face, then put the tulle on each side at the bottom. Pin all four sides. Stitch shoulder seams allowing for her to put her head through and side seams from the top of the tulle down. Sew in two inches on each side of the bottom. Trim corners and turn right side out. Attach string at the back of the garment's neckline and add square of paper as the tab. She can draw an appropriate design on the square of paper.
