The tension in the pic was robbed off a donor machine from the same flood probably off a very rusty Singer 66. I'm thinking that lever should hit a pin in back of the tension. I wonder if there is another spring or something inside.
Thats why it isnt working because it is the wrong tensioner. The 15 is a completely different animal than the 66. I can have the tensioners for the 15 if you need one. Just PM me and I can give you the details.
