I have had the same problem. If you read the instructions on the wrapper it says to wash the fabric w/o fabric softener first so it will fuse. now i don't wash my purse fabric but with some effort i can get it to stick. It helps not to move the piece too much until it cools.
You might not have the setting righ on your iron. You shouldn't have any trouble getting the glue to activate. you can use regular batting, but you might need to quilt the layers to hold the batting in place, unless your pockets etc you apply does the quilting for you.

i love fusible Pellon fleece for bag making as you can just let your lovely fabric shine without distorting it with quilting. Once stuck it's pretty hardy.
