No, I'm talking about when the buyer makes the payment to me. Sometimes there is extra money taken out and other times there is not.

When there is no money taken out, there is no option in paypal to print out a shipping label.

When there is extra money taken out from the net payment, there is a button that shows "print shipping label" .

I think when the buyer is sending payment there are options like "gift, ebay purchase, services..." perhaps they are choosing "gift", then there is no additional $$ taken out.

It's only like $1.80 for every $50, but that all adds up in the end.
do you mean when someone pays by Credit card, there is a fee, if paying from a bank account there is no charge to you the seller...sometimes sellers make up for this by adding to shipping charges..thats why they are high at times. JMHO
Yes this is true however I don't think its what the OP is talking about. I think what she means is that when paying for something via paypal you are given the option or reason for sending money, did you buy something(goods) did someone do something for you (services) or are you just sending money to be sending money (gift) once you check mark one of these things then paypal will charge a % for goods and services if a buyer selects the gift option then the seller does not get charged the surcharge.

HOWEVER......there is NO protection to the BUYER when the GIFT option is selected. I know MOST people on this forum are very trustworthy people, however, know that if you choose gift and someone doesn't send your item Paypal isn't going to work to get your money back!
